建立现代生物工程园，加速抢占“生物经济”制高点

    华立达生物园是国家级火炬计划项目，总建筑面积约三万平方米，由中新药业和美国西康制药集团共同投资兴建，是符合国际cGMP标准的现代生物技术药物开发与生产基地。一期工程已竣工并通过了国家GMP认证，正式投入运行 。
    园区内建有国家级基因工程制药中试生产基地、企业博士后科研工作站、天津市企业技术中心，成功开发了世界上第一支预充式干扰素和世界上第一支喷雾式干扰素。
    华立达生物园的落成，标志着中新药业生物工程进入了战略腾飞阶段。按照天津市“三步走”战略，中新药业生物工程制定了三步腾飞计划（2003-2010）：第一步，利用三年左右的时间搭建面向全球的硬件平台、管理平台和人才平台，引进国际先进管理制度和国际化人才，建成国际化生物药开发和产业化基地；第二步，利用五年左右的时间实现产品多元化；第三步利用八年左右的时间构建具有国际竞争力的生物医药公司。

Park to Get an Upper Hand in “Bio-economy”

    The Hualida Biological Park is a project of the State-class Torch Program, with a total floor space of about 30,000 square meters. Jointly invested by ZhongXin and a US partner, it is a modern bio-tech pharmaceutical development and production base complying with the international cGMP standards. Its first phase has been completed and passed the State GMP certification, and been officially put into operation.
    In the park there are a State-class gene engineering pharmaceutical intermediate test and production base, an enterprise post-doctorate research work station, and the Tianjin Enterprise Technology Center. The world’s first pre-charged interferon and first spray-type interferon were born in the park.
    The establishment of the Hualida Biological Park marks a strategic take-off of ZhongXin’s bio-engineering business. Pursuant to the “three-step” strategy made by Tianjin Municipality, Zhong Xin Pharmaceutical also has made a three-step strategy for rapid development of its bio-engineering business (2003-2010): The first step is to establish a globally-oriented software platform, management platform and human resource platform in about three years, during which advanced international management systems and international talents will be introduced in and an internationalized bio-medicine development and industrialization base will be built up; the second step is to diversify products in about five years; and the third step is to build up a bio-medicine company with international competitiveness in about eight years.
